Description
Abstract
The Special Area Land Treatment (SALT) Project was disigned by the Missouri
Department of Natural Resources to assist landowners within a specific
watershed in identifying and solving water quality issues. The purpose of
the SALT Project is to protect and maintain precious topsoil while sustaining
the economic vitality of Missouris agriculure operations. Sediment is the
most significant pollutant resulting from agricultural practices. Runoff may
carry other pollutants such as pesticides or nutrients from fertilizers, which
compound problems for the receiving waterways. By promoting soil conservation
practices, the SALT Project can mean clearer lakes and streams. SALTs, which
are administered through local soil and water conservation districts (SWCDs),
are eligible to receive annual support grants, which can be used for
personnel, equipment purchases, education, or other purposes that further the
project goals. The Special Area Land Treatment Program is funded by one-
tenth-of-one-percent parks-and-soils sales tax, passed by Missouri voters in
1984 and in 1988.
There are twelve SALT pilot projects in the State of Missouri. These water-
sheds have been awarded preliminary approval, and can begin implementation
upon final approval of the watershed plan by the Missouri Department of
Natural Resources.
Purpose
The Missouri Department of Natural Resources (MDNR) has contracted the Center
for Agricultural, Resource and Environmental Systems (CARES) to conduct the
evaluation and refinement of the Environmental Protection Agencys River
Reach Files (RF3). This four phase project will begin with RF3 enhancement
for the state of Missouri. This is being done in cooperation with the EPA
and the USGS using the recently developed hydrographic Visual Pass process
(VP). In the creation of a national hydrography dataset, EPA RF3 attribute
data will be conflated to the USGS digital line graph dataset. Phase two
will be the accumulation of spatial data sets for Missouri, including
concentrated animal feeding operations (CAFOs), Special Area Land Treatment
(SALT) and EARTH projects and priority watersheds. Phase three will be the
development of a decision support system with accessibility of the data
through the Internet. This tool will utilize other natural resource data
currently available through the Missouri Spatial Data Information Service
(MSDIS). Phase four will be the creation of presentation materials, a
procedure manual and training the MDNR staff on the use of the decision
support system.

Procedures_Used
Written or graphic descriptions of each SALT and EARTH Project watershed was
obtain through MDNR from local soil and water conservation districts.
The Natural Resources Conservation Services 14-digit hydrologic units
coverage obtained from the Lincoln University GIS/RS Laboratory was used to
delineate SALT watershed boundaries where the SALT boundaries agreed with
the NRCS 14-digit hydrologic units. Watershed boundary attributes were
added to the arc attribute table. NRCS 14-digit boundaries were coded as
14, non-NRCS boundaries were given a code of 1. Watershed attributes were
added to the polygon attribute table. A node attribute table was constructed
to identify the coordinates of the watershed outlet point. Regions were
constructed because some SALT projects were appended to or nested other SALT
projects.
